SYDNEY—A 2008 earthquake that devastated a mountainous part of China is prompting a scramble for a little-known metal in a once-thriving uranium-mining belt in the U.S. West and elsewhere in the world.

The deadly Sichuan quake that killed some 80,000 people a decade ago led to new rules, introduced by Beijing last month, that aim to end the use of low-strength steel in China’s infrastructure and buildings.
